smoke backdraft,

neighbor’s house top of exhaust has a 90 degree bend ,not a straight top.

can this cause smoke backdraft?

The 90 degree bend may affect draft if it is not a rotating cap style. If it is a fixed bend then the wind passing by may cause the wind to drive the smoke back down the stack.
And configuration beyond straight up canl affect draft .
