disjointed flue tiles

looking down into my chimney, I can see that many of the square flue blocks are tipped to one side or the other all the way down to the base of the chimney. 

They create a zig-zag pattern with one block leaning to one side of the chimney and the next block leaning to the other side on the chimney.

What would be the best way to correct this?

I have 2 burners (hot water and furnace) feed into that one flue.  the fire box for the fireplace empties directly into the chimney without a flue.

If the interior flue tiles are misaligned then you cannot utilize this flue channel.
Your only option then is to have the entire chimney channel relined with a stainless steel chimney liner.
Building Code states that all flue tiles must be evenly aligned and true and every joint must be flush with the next tile.
